ICT Minister Completes Qalyubia Visit; Inspects Digital Infrastructure, Capacity Building Projects

The Minister of Communications and Information Technology Amr Talaat and the Governor of Qalyubia Abdel Hamid Al-Hagan have opened the Qalyubia post area building and Banha El Balad Post Office, in the presence of the House of Representatives’ ICT Committee Head Ahmed Badawy, accompanied by the Chairman of Egypt Post Sherif Farouk. This marked the conclusion of the ICT Minister’s visit to Qalyubia Governorate.

Banha El Balad post office was developed and equipped with the latest systems and technological solutions to render all integrated governmental, postal, and financial services to citizens. It provides all integrated governmental, postal, and financial services, such as pension disbursement, real estate registration, traffic fines payment, current accounts, local and international transfers, correspondence and parcel services, express mail, electricity, water and gas bill payment, postal savings services, and landline payment. The office is equipped with the latest surveillance, fire, and anti-theft alarm systems, and two automated teller machines (ATMs).

Qalyubia post area building encompasses Benha Post Office, housing all the administrative staff in the area, the main training center for the Middle Delta postal sector, and a strategic treasury that supports post offices with necessary cash to fulfill customer needs in both the local area and neighboring governorates. Additionally, various administrative units catering to customer inquiries, completion of formalities, and obtaining administrative accreditation for postal items have been centralized in one convenient location.

Farouk explained that the openings of post offices in Qalyubia come within the implementation of the strategic plan of Egypt Post. The plan includes opening new post offices and developing and modeling current offices, relying on the latest systems and technological solutions to create a breakthrough in the services rendered to citizens and facilitate their access to these services.


Farouk pointed out that the number of post offices in Qalyubia post area is 212 post offices, including 20 fully-developed offices within Decent Life initiative, eight service complexes, two postal kiosks, and mobile post offices used in peak times, especially during pension disbursement.

The ICT Minister and Al-Hagan also inspected Creativa Innovation Hub at Benha University, in the presence of Badawy and the President of Benha University Nasser El-Gizawy.

The soft launch of Creativa Innovation Hub in Qalyubia is scheduled for December The Hub aims to upskill students and graduates of the University and the Governorate and prepare them for the requirements of the local and global labor market in IT and entrepreneurship. The Hub was established within the framework of the efforts of the Ministry of Communications and Information Technology (MCIT) to deploy Creativa Innovation Hubs in all governorates nationwide to enhance entrepreneurship, support technological innovation, and prepare a talent pool in various technological fields.

Talaat and Al-Hagan conducted a comprehensive meeting with students of Benha University at “Tahya Misr” Hall, Faculty of Physical Education, Benha University. Talaat addressed the participants, discussing MCIT efforts in developing digital capabilities, backing entrepreneurship, and encouraging freelancing. He emphasized the Ministry’s plan to establish Creativa Innovation Hubs across the country, offering programs to support startups, entrepreneurship, and familiarizing youth with technological innovations through professionals and experts. Talaat highlighted that these Hubs provide training to enhance youth competitiveness in the global job market.

Within the framework of following up on the implementation of modern ICT applications in the system of health care services provided to citizens in Qalyubia Governorate, the ICT Minister and Qalyubia Governor watched a live stream of a telemedicine session at Banha Fever Hospital, in the presence of Badawy. They were received by the Advisor to the ICT Minister for Digital Community Development Hoda Dahroug.

During the session, a dialogue was held between the ICT Minister, the physicians performing the service, and those responsible for operating the unit about the workflow of the telemedicine system to diagnose patients’ conditions and receive the necessary treatment.

The telemedicine system is implemented in partnership between MCIT, the Ministry of Health and Population, and the Ministry of Higher Education and Scientific Research. It supports the health ecosystem with technological solutions to provide its services efficiently and effectively and facilitate citizens’ access to highly efficient medical services, thus ensuring that all citizens can access these services nationwide.

Currently, six telemedicine units are operating in Qalyubia Governorate at Benha University Hospital where physicians and consultants provide 4,000 medical consultations to beneficiaries of the telemedicine system. This is in addition to the operation of telemedicine units in Banha Fever Hospital, Shebin Al-Qanater Hospital, Sadr El Marg Hospital, Qaha Central Hospital, and Bahtim Central Hospital, from which over 1,700 medical cases were examined in Qalyubia Governorate.

Talaat and Al-Hagan also visited the Telecom Egypt store in Benha 2 telephone exchange, in the presence of Badawy. They were received by the Managing Director and CEO Mohamed Nasr, and a number of deputies, and executives at Telecom Egypt.

The store provides integrated telecommunications services to customers, from landline contracting, data and mobile services, solidarity services, school student lines, e-wallets, information cycles, link lines, and short numbers. Moreover, the number of landlines at Benha 2 telephone exchange is about 38,298 lines.

It is noteworthy that the ICT Minister is visiting Qalyubia Governorate, today, to witness the signing of a Memorandum of Understanding (MoU) between MCIT and the governorate on implementing digital institutional development projects in the general bureau.

The ICT Minister also opened Tersa Post Office after its development and inspected the installation of fiber optic cables and the launch of high-speed Internet services in Tahanub and Kafr Shebin villages targeted within the Decent Life initiative in the governorate. He inspected WE School for Applied Technology and technological development in Al Noor School for the Blind and the Intellectual Education School.
