أصحاب السعادة، السيدات والسادة،
للعام الثالث على التوالي نلتقي للاحتفال باليوم العالمي لمكافحة الاتجار في البشر تأكيدا للإرادة السياسية على أعلي المستويات لمواجهة هذه الجريمة النكراء حماية للفرد وتأمينا للمجتمع وتحقيقا للردع للجناة.
لقد حققت مصر خلال العام المنصرم إنجازات هامة على المستويات المحلية والإقليمية والدولية في هذا الخصوص. وتتصدر الاستراتيجية الوطنية الثالثة لمنع ومكافحة الاتجار في البشر (2022-2026) قائمة الإيجابيات التي نعتز بها حيث تمت صياغاتها بعد تقييم ما قمنا به ودراسته وتحليله للتعرف على البرامج التي تحتاج لتطوير وتحديث وتلك التي تتطلب مزيداً من الموارد المالية والفنية لاستكمالها .ولا شك في أن جهودنا لتعزيز أنشطة الحماية هي شغلنا الشاغل في ظل المعطيات الدولية سياسية كانت أو اقتصادية
وتأتي توجيهات السيد رئيس الجمهورية عبد الفتاح السيسي لترسخ هذه القناعة ولتبلورها.
هذا وقد استمرت اللجنة الوطنية التنسيقية لمكافحة ومنع الهجرة غير الشرعية والاتجار بالبشر في الدور المنوط بها في التنسيق بين الأطراف المعنية بالمكافحة والمنع ولعل بروتوكول التعاون المبرم مع الاتحاد العام للجمعيات الاهلية لبناء قدرات منظمات المجتمع المدني لهو تعبير عن الايمان الراسخ بدور الكيانات الأهلية في التوعية بمخاطر جريمة الاتجار في البشر في كافة صورها.
ويأتي بروتكول التعاون مع الاكاديمية الوطنية لمكافحة الفساد التابعة لهيئة الرقابة الإدارية ليستهدف مجالات تعزيز وتنمية قدرات الكوادر الوطنية والدولية وسبل المكافحة استثمارا لدور هيئة الرقابة الإدارية المتنامي في مجالات المتابعة والرصد والضبط.
ولقد حرصنا على استمرارية أنشطة التدريب سواء كان ذلك للقائمين على إدارة العدالة (الشرطة، النيابة العامة، القضاء) أو الطب الشرعي أو الإعلاميين وخاصة الدبلوماسيين لدور بعثاتنا في الخارج للتعرف على الضحايا وحمايتهم من اية صورة من صور الاستغلال .
وكذلك للعاملين بالخطوط الساخنة ولجان الحماية ومكاتب الشكاوى للمجالس القومية الثلاث لحقوق الانسان.
وامتدت أنشطة التدريب إلى الكوادر العربية والافريقية استناداً إلى ما نملكه من كيانات تعليمية مثل معهد الدراسات الدبلوماسية ومركز القاهرة لحفظ السلام ومركز الدراسات القانونية والمراكز التدريبية التابعة للنيابة العامة والشرطة.
وشكلت حملات التوعية بمخاطر جريمة الاتجار في البشر جزء لا يتجزأ من أعمالنا كما أننا حرصنا على إضافة ترجمة بالإنجليزية للمرحلة الثالثة من حملة معاً ضد الاتجار في البشر للإسهام في رفع الوعي للمصريين والأجانب على حد السواء.
هذا وقد أولينا عناية خاصة لدور إيواء ضحايا الاتجار في البشر ونحرص على نوعية الخدمات النفسية والصحية المقدمة من خلال القائمين على الرعاية بها، كما نهتم بتطوير وتحديث المزيد من الدور التابعة لوزارة التضامن الاجتماعي لتأهيل الضحايا لحياة جديدة وللاندماج بالمجتمع.
واستكمالاً لذلك فأن تحديث آلية الإحالة الوطنية لتيسير الاتصالات بين مختلف الجهات المنوط بها التعامل مع ضحايا الجريمة يسهم في فعالية إدارة حالتهم الصحية وتوفير خدمات الدعم والمساعدة اللازمة كما أن اصدار الدليل الارشادي وموافاة جميع بعثاتنا الدبلوماسية والقنصلية بالخارج به يسهم في توضيح أشكال الجريمة ومؤشرات التعرف على الضحايا.
ولا نغفل عن البعد الإقليمي والدولي لأنشطتنا حيث أبدت العديد من الوفود السياسية رفيعة المستوي لدى زيارتها لمصر اهتماماً بالتعرف عما حققناه في هذا المجال (على سبيل المثال لا الحصر زيارات من هولندا، الولايات المتحدة، النمسا) كما قامت المنظمات الدولية المعنية بتكثيف التعاون معنا من خلال توفير الدعم المالي والفني من الدول المانحة مثل مكتب الأمم المتحدة المعني بالمخدرات والجريمة، المنظمة الدولية للهجرة، منظمة العمل الدولية، صندوق الأمم المتحدة للطفولة وذلك تعبيراً عن تقديرها لجديتنا ومصداقيتنا في عمليات المكافحة والمنع.
السيدات والسادة، أن مسيرة المجتمع الدولي لمكافحة جريمة الاتجار في البشر يتعين أن تعتمد على التعاون والتكامل بين جميع مكوناته الحكومية والأهلية وأن الظروف الدولية الراهنة من شأنها تعريض الفئات المستضعفة والأكثر احتياجاً لكثير من صور الاستغلال وأن مسئولياتنا جميعاً تستدعي تكامل الجهود والجدية في مواجهة هذا الخطر الداهم ولنقف جميعاً “معاً ضد الاتجار في البشر”.

Excellences, Ladies and Gentlemen.
For the third year in a row, we meet to celebrate the World Day Against Trafficking in Persons, as an affirmation of the political will at the highest levels to confront this heinous crime in order to protect individuals…. And to secure society and deter the perpetrators.
Over the past year, Egypt has made significant achievements at the national, regional and international levels in this regard. The Third National Strategy for Preventing and Combating Trafficking in Persons (2022-2026) tops the list of positive developments which we are proud to have drafted after assessing what we have done, examining and analyzing what needs to be developed, updated and what requires more financial and technical resources for completion…there is no doubt that our efforts to strengthen protection activities are our concern in light of international givens, be it political or economic.
Moreover, President Abdel Fattah El Sisi’s directives come to consolidate and crystallize this conviction.
The National Coordinating Committee for Combating and Preventing Illegal Migration and Trafficking in Persons (NCCPIM&TIP) has continued to play its role in coordinating between the parties concerned with the combat and prevention. The Cooperation Protocol concluded with the General Federation of NGOs to build the capacity of civil society organizations is deemed an expression of firm belief in the role of civil entities in raising awareness of the dangers of trafficking in persons with all its forms.
Furthermore, the Cooperation Protocol with the Administrative Control Authority’s National Anti-Corruption Academy targets the enhancement and development of the capacities of the national and international cadres and means of combat, given the growing role of the Administrative Control Authority in the areas of follow-up, monitoring and control.
We have been keen on the continuity of training activities, whether for those in charge of administering justice (police, public prosecution, judiciary), forensic doctors, Media professionals, and particularly the diplomats due to the role of our missions abroad to identify victims and protect them from any form of exploitation…
This is in addition to the hotline operators, protection committees and complaints offices of the three National Councils for Human Rights.
Training activities were extended to Arab and African cadres based on the educational entities we have such as the Institute for Diplomatic Studies, the Cairo International Center for Conflict Resolution, Peacekeeping and Peacebuilding (CCCPA), Legal Studies Center, as well as the public prosecution and police’s training centers.
Awareness- raising campaigns on the dangers of trafficking in persons were an integral part of our work and we were keen to add an English translation to the third wave of the campaign “Together Against Trafficking in Persons” to contribute to raising the awareness of both Egyptians and foreigners alike.
We have paid special attention to the role of shelters for Victims of Trafficking and are keen on the quality of psychological and health services provided by those in charge. We are also keen on developing and upgrading more shelters affiliated with the Ministry of Social Solidarity to rehabilitate victims for a new life and for their reintegration into society.
To complement this, updating the National Referral Mechanism (NRM) to facilitate communications among the various bodies entrusted with dealing with victims of trafficking contributes to the effective management of their health status and the provision of necessary support and assistance services. Also, issuing a guiding manual for all our diplomatic and consular missions abroad contributes to a more clear picture of the forms of trafficking and indicators of victims’ identification.
We do not lose sight of the regional and international aspect of our activities, as many high-level political delegations, during their visit to Egypt, expressed interest in learning about what we have achieved in this field (for example, visits from the Netherlands, United States, and Austria). The concerned international organizations have also intensified cooperation with us by providing financial and technical support from donor countries such as the United Nations Office on Drugs and Crime (UNODC), the International Organization for Migration(IOM), the International Labor Organization(ILO), the United Nations Children’s Fund, as an expression of their appreciation to our seriousness and credibility in combat and prevention processes.
Ladies and Gentlemen, the international community’s journey to combat the trafficking crime must depend on cooperation and integration among all its governmental and civil components, and that the current international circumstances would expose the vulnerable groups and those in need to many forms of exploitation, and that all of our responsibilities call for the integration of efforts and seriousness in facing this imminent danger. Let us all stand “Together against Trafficking in Persons”.
