شهد الجناح المصري في مؤتمر الأمم المتحدة المعني بتغير المناخ (COP28 ) سلسلة من الجلسات الرائعة يوم 4 ديسمبر، حيث تميزت بحوارات نقدية تركزت حول العمل المناخي والتركيز على التمويل والتجارة والمساواة بين الجنسين والمسائلة. وقد شدد هذا اليوم على الدور الذي لا غنى عنه للاستثمار الأخضر باعتباره مساراً أساسياً في مكافحة تغير المناخ. ويُسلط الجناح المصري الضوء على دور الحكومة في تعزيز بيئة مواتية للاستثمارات والشراكات الخضراء.
وقد بدأ هذا اليوم بالتركيز على الاستفادة من النماذج الناجحة للاستثمار العام لاستجابات المناخ. حيث قدمت جلسة الاستثمار العام المحلي لاستجابات المناخ والتي استضافتها وزارة التنمية المحلية المصرية برنامج التنمية المحلية في صعيد مصر كنموذج قابل للتكرار، مع التركيز على التفاعل الحاسم بين التنمية المحلية والقدرة على التكيف مع المناخ، وعرض التدخلات المثالية.
وقد أبرزت مناقشة محورية حول “مواءمة تمويل المناخ والتنمية نحو التحول الأخضر المُيسر” التحديات والحلول في الوصول إلى التمويل لأهداف المناخ والتنمية. وقد شدد الحدث على الحاجة المُلحة إلى مواءمة آليات التمويل المختلفة لتعزيز الوصول إلى فرص التمويل مع ضمان وضع أولويات البلدان النامية في المقدمة.
ثم تحولت الأضواء إلى تصور المستقبل من خلال مبادرات مثل مستقبل الحياة الكريمة من أجل أفريقيا قادرة على التكيف مع تغير المناخ. وتهدف هذه المبادرة الرائدة، التي تقودها رئاسة مصر لمؤتمر الأطراف السابع والعشرين، إلى تسريع تطلعات أفريقيا مع ضمان مسار مرن للمناخ يتماشى مع أفريقيا التي نتصورها بحلول عام 2063.
وقد احتل دور المرأة في العمل المناخي مركز الصدارة في الجلسة الخاصة بمشاركة المرأة في العمل المناخي، حيث تم عرض المبادرة الوطنية المصرية للمشروعات الخضراء الذكية. ولا تعمل هذه المبادرة الرائدة على تعزيز المشاركة النشطة للمرأة فحسب، بل تعمل أيضاً على تضخيم دورها المحوري في مبادرات تغير المناخ، بما يتماشى مع رؤية مصر 2030 وأهداف التنمية المستدامة 2030.
كما سلط جدول أعمال هذا اليوم الضوء على الآليات المؤسسية التي تقود تحول قطاع المشروعات الصغيرة والمتوسطة ومتناهية الصغر نحو اقتصاد أكثر اخضراراً. وقد شددت جلسة “جهاز تنمية المشروعات المتوسطة والصغيرة ومتناهية الصغر في إنشاء نظام بيئي داعم” على جهود مصر في تعزيز التحول العادل لكل المعنيين، بما يضمن الشمولية والعدالة.
وقد كان أحد الجوانب الأساسية هو الاعتراف بالتأثيرات غير المناسبة للمرأة في مواجهة تغير المناخ. وقد شددت الجلسة المتعلقة بدور المرأة في النهوض بالعمل المناخي على الحاجة إلى مُعالجة التدهور البيئي، وتوفير رؤى حول أدوات وأطر تعميم مراعاة الأجناس.
وقد توج هذا اليوم بمناقشات حول تحالف الديون المستدامة، الذي استضافته وزارة المالية المصرية. ويهدف هذا البرنامج إلى خلق الحيز المالي اللازم للبلدان النامية لتحقيق نتائج بيئية إيجابية، والتصدي لتحديات الإدارة المستدامة للديون وخفض تكلفة الاقتراض الأخضر.
وبشكل عام، قد أكد اليوم الرابع على الحاجة المُلحة للعمل المناخي، مع التأكيد على ضرورة الحفاظ على بيئتنا، وتعزيز مشاركة القطاع الخاص والشباب، وتعزيز الاستثمارات الخضراء. ويظل دور الحكومة المصرية في دعم هذه الجهود بالغ الأهمية، مما يؤكد النهج التعاوني المطلوب للتغلب على أزمة المناخ وإحداث تغيير حقيقي.

Day 4: Finance, Trade, Gender Equity and Accountability
The COP28 Egyptian Pavilion witnessed a compelling series of sessions on December 4th, marked by critical dialogues centered around climate action and focusing on finance, trade, gender equality and accountability. The day underscored the indispensable role of green investment as a cornerstone pathway in combating climate change. The Egyptian Pavilion spotlights the government’s role in fostering an environment conducive to green investments and partnerships.
The day commenced with a focus on leveraging successful models for climate-responsive public investment. The Climate-responsive Local Public Investment session hosted by Egyptian Ministry of Local Development presented Egypt’s Upper-Egypt Local Development Program as a replicable model, emphasizing the crucial interplay between local development and climate resilience, showcasing exemplary interventions.
A pivotal discussion on Aligning Climate and Development Financing Towards Smooth Green Transition accentuated the challenges and solutions in accessing finance for climate and development goals. The event emphasized the urgency of aligning various funding mechanisms to boost access to financing opportunities while ensuring developing countries’ priorities are at the forefront.
The spotlight then turned to envisioning the future through initiatives like The Future of Decent Life for a Climate Resilient Africa. Spearheaded by Egypt’s COP27 Presidency, this flagship initiative aims to accelerate Africa’s aspirations while ensuring a climate-resilient path aligned with the Africa we envision by 2063.
Women’s role in climate action took center stage in the session on Women’s Engagement in Climate Action, showcasing Egypt’s National Initiative for Smart Green Projects. This groundbreaking initiative not only fosters women’s active engagement but also amplifies their pivotal role in climate change initiatives, aligning with Egypt’s Vision 2030 and the SDGs 2030.
The day’s agenda also highlighted the institutional mechanisms driving the transformation of the MSME sector towards a greener economy. The MSMEDA Role in Creating a Supportive Ecosystem session underscored Egypt’s efforts in promoting a just transition for all players, ensuring inclusivity and fairness.
An essential aspect was the recognition of women’s disproportionate impacts in the face of climate change. The session on The Role of Women in Advancing Climate Action emphasized the need to address environmental degradation, providing insights into gender mainstreaming tools and frameworks.
The day culminated in discussions about the Sustainable Debt Coalition, hosted by the Egyptian Ministry of Finance. It aimed to create the necessary fiscal space for developing countries to achieve positive environmental outcomes, address the challenges of sustainable debt management and reduce the cost of green borrowing.
Overall, Day 4 reiterated the pressing need for climate action, emphasizing the imperative of sustaining our environment, fostering private sector and youth engagement, and advancing green investments. The role of the Egyptian government in championing these efforts remains paramount, underlining the collaborative approach required to navigate the climate crisis and drive meaningful change.
